Export Market Development Grant in Melbourne

The Export Market Development Grant (EMDG) is an Australian Government program administered by Austrade that reimburses eligible businesses for expenses incurred in developing export markets. Melbourne businesses with income under $100 million that spend a minimum of $50,000 on eligible export promotion activities can access Tier 1, Tier 2, or Tier 3 funding under the program's three-tier structure. The EMDG is one of the few direct cash grants available to Australian SMEs engaged in exporting goods or services.

Who Is Eligible for the Export Market Development Grant?

To be eligible for the EMDG, an applicant must be an Australian entity (company, partnership, sole trader, or trust) that is promoting the export of goods, services, intellectual property, or know-how from Australia. The entity must have total income below $100 million in the grant year and must have incurred at least $50,000 in eligible export promotion expenses during the grant period. New and established exporters can both apply, though the tier they access depends on their export revenue history and promotional expenditure level.

What Are the Three Tiers of EMDG Funding?

The EMDG operates on a three-tier structure introduced in the 2021–22 program year. Tier 1 is for new or emerging exporters — the grant reimburses up to 50% of eligible expenses between $50,000 and $150,000, up to a maximum grant of $50,000, for up to two years. Tier 2 is for developing exporters — reimbursement of up to 50% of eligible expenses between $50,000 and $350,000, up to $100,000 per year, for up to three years. Tier 3 is for established exporters — reimbursement of up to 50% of eligible expenses between $50,000 and $500,000, up to $150,000 per year, for up to three years. Approval under each tier requires a separate application and Austrade assessment.

What Expenses Are Eligible Under the EMDG?

Eligible EMDG expenses include: international travel and accommodation for export promotion purposes (flights and hotels for overseas trade missions and customer meetings), trade show and exhibition costs (booth space, display materials, registration fees), overseas representation costs (fees paid to export market representatives or agents), marketing and promotional materials prepared for overseas markets (translation, international website localisation, overseas advertising), product registration and intellectual property costs in target export markets, and some consulting fees directly related to export development. Expenses must be incurred in Australia or in a target export market — general business operating costs and domestic-only marketing expenses are not eligible.

How Does the EMDG Application Process Work?

EMDG applications are submitted to Austrade annually following the end of the grant year (1 July to 30 June). Applicants submit evidence of eligible expenses — invoices, receipts, bank statements, and travel records — along with a description of the export promotion activities conducted. Austrade assesses the application against eligibility criteria and the tier thresholds, and notifies the applicant of the grant amount. Applications are lodged through the Austrade grants portal. The application deadline is typically 30 November following the grant year. We assist Melbourne businesses with expense identification, record-keeping during the grant year, and application preparation to maximise eligible expenditure claims.

What Export Goods and Services Qualify for the EMDG?

The EMDG covers the promotion of goods manufactured or produced in Australia, services provided from Australia including tourism, education, professional services, software, and creative services, intellectual property developed in Australia, and events held in Australia that attract international attendees. Service exporters — including Melbourne professional services firms, software companies, and creative agencies — are well-positioned to access the EMDG for costs incurred in developing overseas client relationships, attending international conferences, and localising their service offerings for specific markets.

How it works

01

Eligibility and Tier Assessment

We review your export revenue history, total income, and planned promotional expenditure to determine which tier you are eligible for, estimate the likely grant amount, and advise on how to structure your export activities during the grant year to maximise eligible expenses.

02

Expense Tracking and Record-Keeping

We establish a system for capturing and categorising eligible EMDG expenses throughout the grant year — travel, trade shows, marketing, and overseas representation costs — ensuring records meet Austrade's evidence requirements before application time.

03

Application Preparation

We prepare the EMDG application including the expense schedule, supporting invoices and receipts, descriptions of promotional activities, and export market documentation. We reconcile claimed expenses to financial records and ensure the application is complete before submission through the Austrade portal.

04

Austrade Liaison and Compliance

We submit the application on your behalf, respond to any Austrade requests for additional information, and notify you of the approved grant amount. We advise on record-keeping requirements for multi-year tier approvals and plan future year applications as your export program develops.

Frequently asked questions

What is the minimum spend required to access the EMDG?

Applicants must have incurred at least $50,000 in eligible export promotion expenses during the grant year to be eligible for any tier of the EMDG. Tier 1 applicants access reimbursement on expenses up to $150,000; Tier 2 and Tier 3 applicants access higher reimbursement ceilings of up to $350,000 and $500,000 in eligible expenses respectively, allowing larger grants of up to $100,000 and $150,000 per year.

What income threshold applies to the EMDG?

Applicants must have total income below $100 million in the grant year to be eligible for the EMDG. Income includes all revenue received by the entity from all sources — not just export income. Related-party income and income from associated entities may also need to be considered depending on the applicant's group structure.

Can Melbourne service businesses apply for the EMDG?

Yes. The EMDG explicitly covers the export of services delivered from Australia, including professional services, software and technology services, creative and digital services, education services, and tourism. Melbourne accounting firms, law firms, architects, software developers, and marketing agencies can all access the EMDG for costs incurred in developing overseas client relationships and export markets, provided the services are delivered from Australia.

What is the application deadline for the EMDG?

EMDG applications for a grant year (1 July to 30 June) are typically due by 30 November following the end of the grant year. Austrade publishes the exact deadline for each program year. Late applications are not accepted. We recommend engaging with us before 1 April of the grant year to ensure expense tracking systems are in place and all eligible costs are captured before year-end.

How long does it take to receive an EMDG payment?

Austrade aims to process EMDG applications within three months of the application deadline. Approved grants are paid as a direct bank transfer to the applicant. For multi-year tier approvals (Tier 2 and Tier 3), subsequent year applications must be lodged annually to receive each year's payment — approval in year one does not guarantee payment in subsequent years without lodging a new application.
